Cut the tenderloin into thin strips, add salt, cooking wine, light soy sauce, and a mixture of water and starch, and mix well to marinate for about 10 minutes.

Cut the garlic scapes, green peppers, carrots, white parts of the scallions, ginger, and garlic, and set them aside.

Heat oil in a pan, add the shredded meat and stir-fry until it changes color, then remove it.

Leave some oil in the pan, add scallions, ginger, and garlic to stir-fry until fragrant, then add carrots, garlic scapes, and green peppers and stir-fry until softened.
