Sea shrimp are stir-fried with Sichuan pepper, scallion, garlic, and millet chili until fragrant, then napa cabbage and tofu chunks are added and stewed together. The cabbage turns sweet and silky, the tofu soaks up the briny broth, a warming, homey seafood stew.
